<p>I am a U.S. citizen but I lived in Asia for almost my whole life. I went to an international school during all my high school years. Am I counted as an international then? I heard that in most universities, if you have a U.S. citizenship then you are a domestic. </p>

<p>Email the admissions offices at each place on your list and tell them that you are a US citizen educated abroad. Ask them what you will need to do when you apply for admission. Some may expect you to take the TOEFL. Many will have your application read by an admissions officer who specializes in students from your country of residence.</p>

<p>You’re counted as domestic for FA. But in terms of admission, some schools have a separate bucket for overseas Americans; some schools count them as int’l. U need to ask each school individually. </p>

<p>If you’ve attended English-lang int’l school your whole life, I doubt any college will want a toefl.</p>

<p>On the FA bit, if your parents are also US citizens, then they will have had to have filed US income tax returns every year. </p>

<p>Typically, you would be counted as a domestic student, but not as a state resident for any state university. But check each school to be sure.</p>
