UPenn College of Arts or College of Liberal & Professional studies

I applied as a transfer to UPenn for fall. I used the commonapp and applied to the College of Arts. I am what is considered a non-traditional student. I'm 23, took a break after my AA and now want to go back. My academic & extra curricular credentials are well above average; and my confident with my essay. However, I just received an email telling me that i'm eligible to the College of LPS. I'm wondering how different is it from the normal college. Is this a sign that they're not willing to accept me to the College of Arts and that I have much better chance at LPS? Also, I have been once admitted to Columbia GS, and I know it's a similar program, but do they also have the same financial aid policy with limited funds to "adult program"? My main priority is to still enjoy a normal college environment, get good scholarships, and not be viewed as an adult going back to school.
