I will be applying ED with a 3.65 gpa and a 34 ACT with 7 APs and 12 Honors Courses.
Also, I took 4 SAT Subject Tests
Literature - 740
Spanish - 780
US History - 760
Math - 760
Does UPenn care more about test scores or gpa?

I could not reasonably tell you if you have a chance. However my child had a perfect GPA, lots of leadership activities, lots of AP and honors classes and SAT just under 2200 and got accepted ED at Wharton. I know another kid with a perfect GPA, in most of her classes, not quite as many extracurriculars or leadership, and a SAT slightly under 2400 who did not get accepted RD to SEAS. There was another girl in the same class with almost identical academic credentials who did get accepted RD to SEAS. Your essays, recommendations and interview, if you get one, will be important factors.
Penn tends to weight gpa more heavily than test scores. Most Penn students are in the top 10% of their high school class.
I would say you have a chance, but I would try to nudge that gpa higher.
