UPenn or UC Berkeley for pure mathematics?

Between the University of Pennsylvania and UC Berkeley, which has the better undergraduate mathematics department? I know as an Ivy League university Penn has smaller classes, a more personal environment, etc., but I know Berkeley has an extremely strong graduate department, although I don't know whether that applies to the undergrad experience as well.

Which should I choose if I'm to major in pure math?

At the undergraduate level, it doesn’t matter all that much. They are both great school, you should base your choice on other criteria than prestige and academics. Which environment would you prefer (within school and outside school), for example?
