UPenn with bad beginnings in highschool

It has been my dream to go to University of Pennsylvania as an undergrad (and possible law student) for years. I want to go for International Affairs with a minor in French. I know it's extremely hard to get into though. I had a rough start in high school but eventually procured better grades.

Freshman year GPA: 3.2 (1 honors class)
Sophomore year GPA: 3.4 (1 AP and 2 honors class)
Junior year GPA: about a 4.7 (4 APs and 1 honors class)
Senior year first marking period: 5.3 (4 APs and 1 honors class)

Clubs:
French Club (Treasurer)
Student Council (Secretary)
Class Council (Treasurer one year, President the next year)
JSA (Vice president)

Other things:
Black belt in karate
Thailand "Make a Difference" trip service trip (to help orphanages, schools, tend to elephants on farms etc.)
"Our Hero" award sophomore year
A LOT of community service hours

Sports:
Swimming (Varsity, captain)
Tennis (Varsity, projected captain)

I scored mostly 4s and 5s on my AP tests, too.
My SATs are at a 2000
