I am an international student with a computer science major. The two choices I have are University of Tulsa with COA of $33000($25000 merit scholarship) and University of South Florida with COA of $28000($6000 merit scholarship). $5000 is a big difference for me. Which of these has a better CS program and which one should I attend.
UTulsa is a good University but it’s not worth more than USF. Some may even argue that USF is better, and better located

Since you are international it will likely be cheaper and easier to get to and from Tampa than Tulsa.
