I’m don’t this happening anytime soon. UT will make sure they are the flagship university of Texas. Without D1 football it will be a major struggle for UTA to catch UT.

Texas demographics are changing and lots of Texans are not obsessed with a football game and want to go to school where drunk and wild football culture isn’t so dominate on campus
A university doesn’t become a flagship just because it has the largest enrolment. Quality is looked at more than quantity.
UTA is still hampered by its commuter school past. UTD is similar but gets more money and has more prestige for STEM majors due to its honors programs and ties with the companies in the telecom corridor. UTD also seems to have the upper hand in job placement, we have hired several employees through internships. Admissions data all point to UTD becoming the premier DFW public university, no matter how many students are enrolled at UTA.
UTA is SUCH an ugly campus! My parents lived down the street from it and I couldn’t stand it! Plus the area around it is just boring. I can’t see it being bigger than UT with it’s campus and city. I see UTD being better, particularly for STEM.
Part of the reason is how ridiculously selective UT is for employable degrees. Until that changes, students are going to continue to go elsewhere for opportunities.
@coolguy40 UT high selectivity is a win for the remaining UT System institutions. I read somewhere a student ranked in the top 5% of his class with a near perfect ACT score was rejected by the engineering program at UT.
@TomsSrOfBoston I never said UTA will become the flagship institution. And secondly, the fact so many students are interested in attending a particular university speaks to its quality. Surely, thousands of people will not apply to a crappy school with a poor reputation and nothing to offer. Apparently something amazing is happening at UTA and you’re simply unaware
@momocarly UTA is less than 2 minutes away from Six Flags, AT&T Stadium, Globe Life Park, and the newly added Texas Live! which is a $250 million entertainment district set to open in phases starting in August. So the area is far from boring just like the campus is far from ugly. In fact it has much character considering it’s been at its present location since the last 1800s.
Now, the UTD/Richardson area is way more boring and bland compared to UTA/Arlington. Also it’s worth noting that read the UTA/downtown Arlington area is going through a huge transformation and won’t look the same a couple years from now. You can read about it more here below.

The simple fact is UTA will never surpass UT in enrollment numbers. It’s not gonna happen in my lifetime.
So what if UTA’s enrollment surpasses UT’s? It’s not surprising that students are going to other schools, considering how selective UT is. I don’t think UT’s administration is losing sleep over the possibility.
@MaineLonghorn I agree, I’ve always said that UT Austin low acceptance rate (especially for the most lucrative degree programs) is a win for the remaining UT academic institutions. They have to go to school somewhere, and usually most of them fall in love with their “safety” institution for reasons they never considered before attending.
