UT Austin, PennState Schreyers.....will chance back

I'm an international student studying in Middle East. My high school does not offer any AP Honors but the classwork is AP level. I'm in top 5-6% of the class with over 150 students in total. I want to be an electrical engineer.

My scores are:
SAT: 1910
TOEFL: 105
SAT Subject: Math Lvl2: 790, Physics: 780, Chemistry: 760
High school offers no gpa after class 10
Class 9 gpa: 9.8 (out of 10)
Class 10 gpa: 10 (out of 10)
Class 11: 98 percentile
Class 12 term 1: 97 percentile
Class 11 and Class 12 are on the basis of percentile. So even a 70% student can get A if class avg is low.

ECs:
National swimmer
High school swimming champion ( for 5 years)
Science fest winner
Participated in dances, dramas, debates and other cultural activities.
Various relief camps
Director Science
Received Scholar awards at high school for 5 consecutive years.

LORs:
Really good LORs from:
High School Physics Teacher
High School Social Science Teacher
Swimming Coach
School Counselor

Chance me for UT Austin and PennState(University Park and Schreyers Honors College)

It’s really hard to get admitted to engineering in UT-Austin, particularly as an out-of-state student. I think your SAT score would need to be higher.

Schreyers admission rests solely on course rigor and strength of essays, and only 1 in 9 applicants gets in, so it’s hard to predict.
UT Austin only has about 10% students not from in-state, that means from the entire US PLUS from abroad.
I assume you have 45K to pay for either one?
Overall, though, you should be fine for both UT Engineering and Penn State Engineering (at least 50% odds you’ll get in).
You should apply to a couple other schools though, especially if you’re shooting for Honors College.
