OK - so this is probably a really dumb question but did you have to set up the portal in advance? He got an email confirmation that his application was complete and he never set up the portal. Is that an issue?

Yes, you have to set up the portal to get access. Follow the instructions in the email confirming your application.

DD finally got home so I could see more details of her letter, she was accepted in the College of Human Ecology for Consumer Behavior Major. She is excited, did not realize that HumEc was a direct admit -thought she would have to wait to declare.
