UW Madison, UW Seattle, UBC Victoria/Vancouver?

I'm in my junior year right now. I have around a 3.78 GPA. I got a 29 on my ACT, but I'm taking it again (I registered for accomodations before I got my score). I'm involved in my school's GSA (will be president next year), paper (editor for two years next year, participated for three as of next year). I've helped with the drama club. I go to a charter school that focuses on leadership and international leadership, in addition to college prep classes with independent research projects, etc. I get mostly A's and B's. I took one AP my freshman and sophomore year, two this year, and I'm taking two next year.

My top schools are UW Madison (I live in Wisconsin, if that changes anything), and UW Seattle. I'd love to go to either Victoria or Vancouver, but I'm not sure how international application changes anything. Help? How are my chances looking? :/

UVic: Safety
UWA: Match
UWI: Low match/Match
UBC: Safety

Eep, sorry. Match means I’ve got good chances, safety means also good chances? (i’m new to this, aha!)

Safety (80-100%) means better chances than match, and match is 40-60% chance in my book…
