Vanderbilt? If I raise my SAT can I get in?

Statistics:
Male, 17
ACT(?) I don't know I think I might be able to get between a 27-30 Public School, Texas (Sends probably 10-15% of graduates to top 50 U.S Schools)
GPA: 4.5
Class Rank: (15-17) out of 385 (Top 5%)
SAT I 1770 (essay 11) AP Tests (AP English 4, AP US History 4)(Am taking 6 AP courses my Senior Year and realistically will probably get half 4's and half 3's on them)

I plan to take 3 SAT II test with scores around 650-700 on them
Senior Class Schedule:
-AP Statistics
-AP Psychology
-AP Biology
-AP Gov. and Econ
-AP English IV
-Mentors(Helping students at local elementary and middle schools)
-Speech, possibly Debate
(I also have 2 dismiss periods, do you think that colleges will think I am slacking even though I am taking 6 AP courses?)

EC's
-Junior and Senior Vice President
-National Honor Society
-Varsity Golf 3 years (Regional Qualifier finished 8th out of 180)
-UIL Current Events
-Boys State
-Student Council 3yrs
-Multicultural Club Treasurer 2yrs
-I plan on getting really involved my senior year but I know applications are already pretty much set before you can really accomplish anything worth telling colleges.
(What more do you think I need to qualify as someone with solid EC's? There are more little misc. clubs that I am a member of but honestly they aren't that important to me and I know colleges can see that.)

Work Experience
-Grocery Store checkout
-Internship at Perfection Crane and Hoist (This type of work really has nothing to do with my intended major so I don't know if it will hurt or help me?)
-I also have roughly 200+ community service hours at a local Hospital
-I am wondering how important work experience really is?
