VT Transfer Credit and GPA

I'm just wondering if VT uses the GPA from another institution in their GPA if the Dean approves for courses to be taken elsewhere.

One of my friends from high school decided to go to ETSU as a freshman and the college evaluated their VCCS transfer credits, but didn't use the GPA. I had another friend transfer from Emory and Henry to ETSU after their freshman year and ETSU calculated their GPA for VCCS and E&H and proceeded to use that GPA as a starting GPA at their college.

When Virginia Tech evaluated my VCCS credits last year, they evaluated the courses that had credit at VT. I ended up with 20 credits, All A and B grades, but they did not calculate a transfer GPA. Now that I am already at Virginia Tech, if I take courses elsewhere with Dean approval, will VT use the GPA from those courses and factor them into my GPA at VT?
