In addition to cost, pay attention to admission to major requirements:
Buffalo: 2.5 or 2.8 GPA, depending on major.
VT: 3.0 GPA; lower GPA may be admitted to majors with space available
Minnesota: 3.2 GPA; lower GPA may be admitted to majors with space available (most majors have space available to admit students down to 2.0 GPA)
