Your app looks pretty good to me.

You do have an issue with the B’s in junior year. Not only does it make it harder to get into the top-tier schools, it also sends a signal that as you start taking more advanced classes you can’t keep up and succeed with the coursework. Of course, your class rank does help you there - you’re almost in the top 1% of your class, so the other people in your grade can’t be doing much better.

I think you should probably also focus on getting some more national recognition. The science stuff is good - good luck with Siemens, Intel, etc. As far as debate goes, unfortunately, I don’t think the ASU tournament would really qualify as a national tournament. It’s not really a big-name tournament, and from the tournament name, it sounds like regional championships rather than a national-scale tournament, and a quick Google search indicates that most of the teams attending are from Arizona.

Also, some of your EC’s sound nice, but do you really do much in them? Maybe use the personal statement to expand on your work with all of the commissions and councils you’re on, because colleges won’t really know off the bat.

I think BU/maybe BC, maybe Rice, maybe Wesleyan would be safeties…I’d say WUSTL but I’ve heard they have a reputation for rejecting people they think could get into better schools to up the yield rate. Last year from my school, a girl who was #6 in the class with a lot of EC’s was rejected, while a guy with okay grades who had been caught cheating got in.
