I’m not sure if this helps but my grandma who I was very close with passed away during my sophomore year which accounts for a slight grade drop

All have acceptance rates that are low enough that all are reaches for anybody.

You are solidly in the middle for Georgetown, which makes it a solid reach - you are competitive, but there are many applicants around your level.

Wake Forest - I’m not sure, since they only give the rank of their admitted students, not the GPAs, but based on what they have, and their acceptance rates, I would put it as a low reach.

ND - They do not report GPAs of accepted students, only rank (and only whether they are in the top 10%), your ACT is in the lower part of the mid 50%, and it also has an acceptance rate of 16%, which would normally put it as a high reach. But, you a legacy, and that is important for Notre Dame. So it is difficult to figure out what your chances are, since they never actually say how much of a boost legacy status provides. So it’s likely less than a high reach, but it’s hard to say how much less. It could be anywhere from a reach to a match.

UVA - as an in-state applicant it is a high match or low reach (acceptance rate of 36%, and you seem to be in the middle of the mid 50% of accepted students).

Florida - low reach. Acceptance rates around 30%, and you are again in the mid 50% of accepted applicants.

All of my estimates are based on the assumption that your curriculum was reasonable rigorous. However, if your classes were not all that rigorous, you should shift everything up a notch.

You do need some real matches and a safety or two.

These are all reach schools, including UVA. You need to focus on some match and safety schools, because there’s a very high probability of getting rejected by all of them.

Don’t get bogged down with popular trends of 3+or- safeties, 3+or- match, 3+or- reach. By definition, a safety is a college you will be/are accepted to.

You need one safety that you are happy to attend and can afford, hopefully with rolling admissions so you can lock in your floor early. After you have chosen your top choice safety, only apply to colleges you prefer more. Since, you chose your top choice safety, any other safety is a complete waste of an application, because you won’t attend.

Any match or reach you don’t like more is a waste of money, application time, and financial aid form time. If the only colleges you prefer over your safety all happen to be reach, that’s fine.

1 safety and 9 reach is great. 1 safety, 9 match is great. Anything in-between is great.

In practice it could be something like:
If you want to major in business or economics, Indiana University is a safety for you. IU’s Kelley Business School is really good (almost always Top 10 undergrad business), you’d be a direct admit to Kelley, and selected into the Honors College. IU has rolling admissions. You’d be accepted way before the ED and EA deadlines. Great, high floor.

Then, apply SCEA, EA, ED1, ED2, RD to all your reach schools.

Engineering? Perhaps, in-state Virginia Tech would be your safety.

Same would work for any other major. Just fill in the blank of a safety you like, then reach for as many stars as you desire.
