What are my chances at UCB Engineering, UCLA, Harvey Mudd, and USC? Any chance at Ivy Leagues?

ELC only guarantees that if you do not get into your choice UC, you will have a spot at UC Merced.
UC to UC transfers are very possible but the best transfer route to Cal or UCLA is by way of a CA community college.
You have good stats and will get into several of the schools on your list, just no guarantees with your top choices.

Are you okay with the annual 45-47k price tag for OOS that Oregon schools charge ?

UCSC might be a good safety for you, along with CPP (try to visit to see if you would be okay there).

If your finances allow, I would apply to the top 6 UCs if you will be willing attend if admitted. Then you will have a good mix of riches, matches and safeties on one application. CalPoly SLO is not a safety for engineering unless you are attending a partner HS. Other Calstates might be. On a side note, my D16 with similar stats as yours and just more defined EC who applied to the top 6 UC for CSE, was admitted to all of them so if your subject tests will be close to 800 and you will have a great essay, and if your project gets awarded something in Siemens or ISEF you have very good chances at the schools you listed including Cornell.
