Your ECs may be irrelevant you should include volunteer work as well. For mech eng I’ve heard that robotics helps a lot as well, although I’m unsure about the extent of this statement. ACT should be fine I guess. A lot depends on your essays and your need for financial aid as well. I’ve got similar stats as yours. Good luck! I’ve heard UIUC is pretty liberal with its international applicants. But then did you apply via EA? It sure does help if you did so, but then there are ACT/SAT score delays but they don’t really affect as much.
