With all this in mind, what would my chances at these universities be?

I think that your strong GPA, test scores, and extracurriculars give you a very strong shot at University of Maryland. Are you in state or out of state? Are there circumstances behind your lower junior year grades? I really don’t think it will affect you very much, especially if the classes you received the lower grades in were rigorous. I believe that you have a strong shot at Carnegie Mellon too, however it’s a tad more difficult.
