I was wondering about my chances of getting into university of toronto for graduate program in civil engineering?
I completed an undergraduate in civil engineering from Tribhuvan University,Nepal with an overall percentage of 79.74 percentage.
I have published 3 papers and i have an overall score of 8.0 in Ielts tests.
Should i contact a professor before submitting the application?
How does your average grade compare to others at your university, and others in Nepal?
I would expect that most of us here on CC are not familiar with the grading scales used in Nepal.
On the other hand, there probably is someone in graduate admissions at the U. of Toronto who is familiar with how your grades compare to others in Nepal.

Master’s Minimum Admission Requirements:
Bachelor’s Degree Equivalent: Completion of both Bachelors and Master
s degrees OR a Bachelor`s degree, requiring a minimum 4 years of study, in Engineering, Medicine, Veterinary Sciences, Agriculture, Forestry
Mid-B Equivalent: 1st Class/Division
Doctoral Minimum Admission Requirements:
Master’s Degree Equivalent: M.Eng.; Medicine; Veterinary Sciences; Agriculture; M.Phil.
B+ Equivalent: 1st Class/Division
IELTS minimum is 7.0 with a minimum of 6.5 for each component.

If your grades and IELTS score satisfy the minimums, then you have a very good chance.
If you are applying for a MEng, I wouldn’t bother contacting a professor, since it’s all course based. For the other programs, I’d contact the Department of Civil and Mineral Engineering to see what they think.
