What are the best colleges I have a chance at? Which would be the best fit?

I’m 17, hispanic, & parents were born in and went to college in Colombia. I’ll be the first in my family to study in the US. We are low middle class in terms of income. I live in Pennsylvania.

My GPA: 3.5 UW, 3.8 W. My school likes to emphasize that out weighted GPA is the one that reflects us most accurately.
Class rank: 21/203
SAT: 1430 superscored. Took twice and got the same score.
SAT II: Math II 630, Physics 630. Probably won’t send SAT II scores.
APs: Computer Science (did not take test), Physics I (4), Biology (didn’t take test yet), Calc AB (didn’t test yet), Stats (didn’t test yet), Spanish V (didn’t test yet). Have As in all of these.
Total Honors/AP courses: 15 or 16, can’t remember which exactly.
Awards: top 10% of freshman class, top 5% of junior class.

ECs: 2 years (seasons) of marching band. 2 years of student council, elected senator and chosen as captain for a committed second year. Besides having these titles I haven’t really accomplished anything in StuCo. Member of National english Honor Society since junior year, and member of Spanish Honor Society since late junior year. Haven’t accomplished anything in these either. Did 50 hours of community service at food pantries and the library, but was just behind the scenes shelving work.
No sports whatsoever, my biggest regret.

College preferences: STEM major, probably biology or biomedical engineering. Considering a pre-med track. I like medium to large schools in terms of population. I like schools with a campus that isn’t entirely in a city, but are near a big town/small to large city. I’m looking for research universities with a lots of research opportunities but i’m also open to liberal arts colleges. I prefer schools in the northern states and that are close to PA but i’m open to farther schools as well. Financially we need need based financial aid.

URochester ticks a lot of your boxes. Not sure how good they are with need based aid though.

I agree Rochester is a great choice if you get aid, same with Pitt.

Some good state flagships and science/ag/engineering schools that offer significant merit aid to OOS students with high stats, like yours: University of Kansas, Kansas State, Iowa, Iowa State, New Mexico, New Mexico State. All are national research universities. Even if not as highly ranked as say Michigan or UNC, these schools attract many of the top students in their states. Kansas and KSU are in great college towns, a couple of the best really. Iowa has an urban campus! For example, see Kansas, scroll down to OOS/non-resident scholarships. And run the NPC for yourself.
