<p>also, can I clarify this? ED is supposed to be binding worldwode, is it not? Thats what the PEnn woman told us, and what I have heard and believe.</p>

<p>even if Ed is non-bnding internatinally, arjun, there is a certain code of ethics, perhaps you may not be aware of. signing an ED declaration should not be used just to improve your chances of acceptance. After you've been accepted ED, you shouldn't be applying to IIT.</p>
