What colleges would accept me?

Hi! I was wondering if you guys could help me decide on what colleges to apply to next year. I apologize for the long thread, but please bear with me. Here are my stats:
Classes: They don't give specific names for the classes I take, but the classes are harder than IB and AP.
Math(x4 years)
Biology(x4 years)
Chemistry(x4 years)
Physics(x4)
Geography(x2)
History(x2)
Technical Drawing(x4)
Phys. Ed.(x4)
Civics and Ethics(consider it as government class)(x4)
English(x4)
ICT(x4)

GPA: I was bullied back in 9th and 10th grade intensively, and my grades went down BAD.
9th grade: 2.64
10th grade: 2.8
11th grade(estimated): 3.75
12th grade: 3.9

ECs:()=President
Founder Of Robotics Club
Founder Of Chess Club
Founder Of Tennis Team
Robotics Club
Leadership Club*
Executive Committee Member Of School's Service Learning Program
Group Leader of the Service Learning Program
First and Youngest Volunteer Employee for a sports program as a Volunteer Coach in Tennis, Basketball, and Football
Certificate Of Appreciation for Volunteer work done at the sports program
Certificate Of Participation In Ethiopia's First PAN-AFRICAN ADDMUN (MUN)

Recs:
Will be from my physics and English teachers. I know they will be outstanding. As for the counselor recommendation, she knows me very well and will be able to give a personal insight as to how I am as a person, rather than just a student.

Essay:
I know I will write a great essay, so that isn't a concern for me.

SAT Scores:
Math: 680
C.R: 670
C.W: 700

TOEFL Scores:
Total score of 108 out of 120, which is ok.

Personality:
Even though I received low grades my first two years, please don't assume that I was a dumb, or lazy, student. When I was bullied, there was no one for me to turn to, so I did what I usually do when faced with a problem, I thought about it. I tried retaliating(that only got me beat up worse), tried talking(again, beat up), even gave up, and showed him(still, beat up...), so that pretty much took a huge portion of my thoughts. I have OCD, so you can imagine how much that affected me. But apart from that, I'm a nice guy, and when I talk about engineering, you can almost feel my passion for it flowing in me.

So, can anyone please mention some good school's that would accept me? If it helps, I want to major in Mechanical Engineering, I am Ethiopian, in Ethiopia currently(but I might be in the States for a while for Harvard's Global Citizen Summit), am fluent in English and Amharic(the country's main language), semi-fluent in French(self-learning), and beginning to speak German(self-learning). I also plan on publishing a research paper by the end of this year.
And when I say mention, I mean PLEASE STATE some actual colleges that would likely accept me. I appreciate it when people say that there are some colleges that would accept, but it doesn't help. So please, state some.

Are you an international student or an American citizen/permanent resident who lives abroad currently?
How much can your parents pay for your education?
Can you retake the SAT (or take the ACT with writing)?

Please read this and answer the questions (we already have some information above, so that’s good, but not all of it)

IT, we could offer hundreds of schools that you would accept you for engineering. It is more important that YOU narrow down the list to 12-20. Then we can be more effective in helping you.

I’ve listed two guides to American colleges that can prove helpful. Many high schools will have a copy of one or two of these in their library. It doesn’t matter much how old the copy is because colleges don’t change much. Have a look at one of these and draw up a list of schools with colleges of engineering. I’m going to suggest you avoid liberal arts colleges (LACs) that offer a 3 + 2 engineering degree with a nearby university. Stick with the four-year degree from a school or college of engineering within a larger university. An example: the A. James Clark School of Engineering at the University of Maryland.

http://www.amazon.com/Colleges-Edition-College-Admissions-Guides/dp/0307946053/ref=pd_sim_b_1?ie=UTF8&refRID=0QZ8997BNNDWVN03B3T2

There are all kinds of engineering, and not every school, even the largest, will have each kind. So try to narrow down your engineering interests to one or two and then eliminate schools that don’t have that kind. Try to find schools where you will be comfortable: affordable, warm enough, supportive of int’l students, a school that provides what you need.

CC also has a forum for international students here:

<a href=“International Students - College Confidential Forums”>http://talk.collegeconfidential.com/international-students/

Check that out. When you finish coming up with a list of school and a list of questions, come back to us.

You ought to take a couple of SATIIs to help put your courses in context. It would also definitely help to bring up your Math and CR scores.

Many schools will accept you. The more immediate question is which schools your family can afford to PAY for. How much per year can your family pay for your college education? Unless it is about $60,000, with ease, you need to address the financial question first. Financial aid for international students is not easily come by, and the admissions standards for internationals at the schools that do offer FA to them are higher than for US applicants.
