What defines a National Achievement 'Scholar'?

On an item I was reviewing, the question asked:
Are you a:
National Merit Finalist or Semifinalist?;
A Nation Achievement Scholar?;
A National Hispanic Scholar?

My friend said last year before even filling out information for NA Finalist, he was getting mail congratulating him on being a NA Scholar. Does that mean for NA, semi-finalist and finalist both fall under the umbrella of 'scholar'???

I found a similar question to this on this board last year, but the answers were split (one state that NA Scholar means outstanding participant, semi-finalist and finalist...another said the site is not clear, but scholar probably equals finalist)>

Help!
HSG

Scholar means the money winners. Around 800 finalists become scholars.
This award happens in spring of senior year

A lot of schools make this mistake in solicitation lettrrs
