on the webpage for financial aid for international students it says:
Penn will not admit a financial aid candidate for whom we cannot provide aid. As a result, some candidates we would otherwise want to admit will be turned away.
what do they mean by "Penn will not admit a financial aid candidate for whom we cannot provide aid. " why would they not be able to provide aid? what reason?
This is generally directed at foreign students. At the information session, the representatives stressed that Penn covers 100% of student need. If Penn can not cover your requested aid (per FAFSA), then they will not accept you. Once again, this is mainly for foreign applicants, as their cost of enrollment in a different country will be more of a burden.
They will not factor in your financial need status while reviewing your app. It will only be after they have their accepted pool of students that they will begin to check finances. They are need-blind for US citizens and need-aware for foreign students.
If you apply ED to Penn, your financial aid will most likely not lead to a rejection.
