What exactly does "need blind" mean?

I heard that mentioning your finances (whether or not you would be applying for financial aid) could sometimes be factored into admissions unless you are applying to one of these need blind schools? Could someone please clarify?

It means admission decisions are made independent of financial considerations. Financial aid is not even involved in the admissions decision.

IOW, they won't favor rich folks who don't need help, just to save $$.

To clarify: some schools don't have deep pockets and therefore may have either stated or unstated limitations of students they can admit that require FA.

Whereas the need blind schools are committed to evaluating applicants independent of FA needs. They'll admit whom they want and figure out the pricetag afterwards.
