We’re NYS residents. NYS will give qualifying students grants, but they don’t process incomplete applications. An app without soc sec #'s is an incomplete application so it won’t be processed. However, lying on an app is different. If you lie and say they don’t have soc sec #'s, I’d be concerned that you would become ineligible for the program.
