What is a "Likely Letter"?

and does a letter (from the department you want to major in) that says "the office of admission has told me of your interest in [college] and in the field of english" and "on behalf of the department of english i wish you well and hope to see you soon" mean anything?

hmm what college?

was ti handwritten?

I don't think it means anything as school is just being nice. Likely letters usually come from the Dean of Admissions stating that your admission into college X is very likely.

Here's the best description of likely letters I've seen.

Likely letters are generally very direct, but they don't have to be from the Dean of Admissions. Still, if yours doesn't actually say that you are "likely to be accepted" or that the school is "very interested" in you, it isn't a likely letter. In your case, as one of the above posters said, the school is just trying to be friendly and personal.
