What odes this mean on the commonapp help page?

MAY AN APPLICATION BE SUBMITTED BEFORE THE SCHOOL FORMS HAVE BEEN SUBMITTED?

Yes. An applicant can submit the application at any time, unrelated to when the school forms are submitted. However, students cannot submit any applications until they have identified their counselor and teacher recommenders in the School Forms area of the online application.

What does it mean? I dont understand it.

Basically you have to let the colleges know who will be writing your application, but you can send in your app even if they haven’t sent in their recs yet. Colleges don’t need to see the recs when your apps come in but they want to know who to expect them from.

Once you submit your app it’s locked out for making changes. If you haven’t identified your counselor and teacher recs, they will not appear and cannot be added.
