I am from Moskow, Russia. Lived in the US only for 4 years. Do to that have a low GPA - 2.8, and low sat scores (500 reading, 540 writing, 660 math = 1700) I have done no volunter work - had to work my ass off to get passing grades in school. Got engaged in only 10 clubs. The only good thing is my essay - it talks about my immigration to America. Do I at least have some chance of getting into this 2 colleges. I want to major in Buisness Managment.

As an ELL learner you may be granted an extra year of high school. You can also take a gap year, work (NOT take any college classes), take ESL classes and test-prep classes, retake the tests, and apply again Fall 2015 to start Fall 201- or even Spring 2016.
If that’s not possible:
I would highlight the fact you’re an ELL by taking the TOEFL, too. Some college replace the SAT scores with TOEFL scores, or use the TOEFL scores to evaluate the CR/W scores.
If you life in NYS and are a lower-income legal immigrant, are you applying through EOP/HEOP? If not, ask your guidance counselor about it.
