<p>Yes, but just because such cases exist does not in any way whatsoever mean we should cut aid to those who actually are in that low income bracket. If anything, the punishments for doing this need to be pumped up a lot. I too know someone who did the start your own business strategy, and I am ****ed as hell, but it's what happens. Not everyone acts morally. I hope they get caught and get massively screwed for their transgressions.</p>

<p>Penn State, IMHO could possibly be impoved with a couple reforms</p>

<li><p>increase the required transfer GPA from a satellite campus from 2.0 to 3.0. This would eliminate alot of the slacker students from getting to University Park, and also decrease the size of the upper level classes.</p></li>
<li><p>Decrease the size of the incoming freshman class by 1,000 or so. There are already about 9,000 students that enroll at PSU-UP as freshmen, getting rid of the bottom 1000-1500 would help those who worked hard to get into University Park receive a better education.</p></li>

<p>Perhaps PSU could decrease its size even more, to possibly get to the size of Michigan, which has about 6,000 per freshman class.</p>
