I am a (not poor) Asian, male. My stats (SAT, Extracurriculars, Essays, etc.) are within reach for a top 20 school. I want to study Computer Science (mostly), but I am afraid that applying for a CS major with that background could significantly reduce my chances of being accepted into one of those. Most of ECs are also centered around a Government/ Economics major. Would it make sense to apply to one of those and then shift majors?
Apply for the major you want. At many colleges, transferring into CS, if not impossible, is very difficult. Don’t go in with a plan to switch majors, because you may be unable.

Apply for Econ but keep in mind you may not be able to switch.
If applying for CS makes frosh admission more difficult, it is likely to be difficult to change into after enrolling.
Like anyone - you need reach, target, safety - if you are top 20 caliber, you will find many great CS programs to take you.
Why put yourself in a position of studying something you don’t want and becoming something you don’t want - just so you can say you went to X school instead of Y school.
