What to do with a high rank but low GPA?

I'm a international student. My HS does not actually provide GPA, but does have transcript which indicates some final exam scores in percentage.
Well, the problem is that since my HS is VERY competitive, my scores may seem a little bit low(with B's or even C's), but my rank is always pretty high. Let's say 5% in a class of 700 students. So will this hurt my chance?

No they will most likely look at your rank to determine your academic performance, because it compares you to your peers. A 4.0 at one school maybe be extremely easy to attain while a 3.8 may be difficult at another.

For example, I have a 3.83 unweighted GPA, but my school classifies 93-100 as an A, 85-92 as a B, etc. Compared to my peers, I am in the top 2%, but my GPA is lower than what it would be with a typical 10-point grading scale.

So you mean I don’t have to worry about my transcript?

Well if your HS is as competitive as you claim, and you are among the top of the class, then it shouldn’t matter you got Bs or Cs. That would indicate the classes were very difficult. That’s not to say that admissions officers won’t take notice of the Bs and Cs, but they will know that you performed well compared to everyone else.
