What's better? Double major with a 3.4-3.5 or single major with 3.7+?

I’m currently double majoring in mathematics (not applied) and Chemistry because that’s what interests me most right now, but I definitely favor math over chem. I have a 3.48 GPA as of the end of my freshman year, and it’s quite upsetting to me because I truly know all the material I have learned, but my test scores don’t adequately show my level of knowledge in the subjects (I get so nervous on exams). If I were to “only” major in math, I know my GPA would be at least a 3.7, so I feel as though chem is dragging me down and limiting my options for grad school/a job in the future. My schools Chem department is definitely the hardest department in the school and has the lowest average GPA by a significant amount. Will grad schools take that into consideration? Do they know that grades aren’t the only determinate for intelligence? Thank you.

Are your post-graduation goals those where having a major in chemistry is useful?

If you take more computational or applied math classes it could make your chemistry classes easier, but I suppose it depends on the person/school
