Mills just announced that they are lowering their tuition – essentially getting out of the merit game, I think, and just making it more affordable for everyone. Pretty good women’s college in California, one of my kids was looking at it at one point. I think it would now be in your price range.
You really need to give us more to go on then - " I just want to get out of Midwest." Do you want a college town or big city, what states or areas do you prefer (S, NE, W, SW)? I am from the Twin Cities and am in LA now, both are similar in many ways (of course, not the weather). Cal States would all be affordable for you at 35-40k total OOS cost (no merit/aid) my D met quite a few kids from MN as a freshman at CPSLO (also TX, CO, NW and NE seemed to be dominant OOS).
Looking at other states will not necessarily lower the quality of schools as some have stated. There are options in some states which have lower acceptance rates than UMN or UWI that can be attended for a non-substantial increase in total OOS cost. But, the OP really needs to narrow down what she is looking for.
Florida International University is a very affordable school with a great reputation. Your stats make you eligible for their scholarship programs (make sure to do well on your standardized tests). I don’t know one unhappy grad from there honestly.
