@MYOS1634 I agree that NH public universities don’t give great aid (similar to my state -PA) but at least they appear to have some automatic aid for stats, unlike most PASSHE schools, and if this student is also eligible for full Pell grant and especially if he/she is able to commute and continue working part-time (and full-time in the summer), it may be doable. Certainly there may be better options, but for my son (we are also low income - full Pell eligible though not first generation), the state schools are still the lowest-cost option other than community college. The OP, with higher stats than my son, may have a lower net cost with some less selective private schools.
I noticed you said something about Hospitality. UNLV has a pretty good program in Hospitality Management.
You’d likely qualify for Honors college/scholarships at UNLV and it’s true their hospitality management program is very good (high placement rate).
