Which European countries have the cheapest Grad Schools?

I am currently an undergrad at UCLA. I moved to the U.S. when I was 4 but since I am still a Japanese citizen, I have to pay a ridiculous amount to attend UCLA. I was raised in Texas, so if I went to a university there, it would have been cheap, but I was dying to leave Texas.

I studied abroad in Amsterdam for a semester and I would really love to go back to Europe in general for grad school. I study Political Science/ International Relations. There is absolutely no way I can pay for American Grad Schools, (I don't have a greencard which means i can't apply for loans etc.) so I was just wondering if anyone knows which schools/countries in Europe offer a cheaper tuition for a good education?

Thank you!

Look at Sciences Po in Paris for Political Science.
To my knowledge, getting a masters at the vast majority of German, Dutch, Belgian, and Scandinavian universities involves very little cost.
Maybe you should start by identifying languages you would be willing to learn, because there are close to no English speaking masters programs around except for MBAs :)

Thanks! I know in the Netherlands, it is possible to take classes in English, and in many German universities, a lot of classes are in German. I speak German but it is nowhere near a college level.
