I can’t help with your other questions. To help others answer, you should provide more information, such as: Masters or PhD? Research experience? Subject matter interest? Also, what year are you? UCLA is very good school, but a 3.4 after your junior year is much more impressive than a 3.4 after your freshman year.

He intends to go for a PhD in aerospace engineering, focusing on plasma/ion propulsion research. Fingers crossed.

It also depends on how much of a CS background you have, how well you did in CS classes even as an EE, what field within CS you want to pursue, if your letter of recommendation writers can speak to your technical skills, your GRE score being decent, if you can write a convincing SOP as to why you want to do CS…
