<p>I chose E, but the answer is C. Apparently, E is illogical. Why is E illogical?</p>

<p>I would choose C and not E, here is why:</p>

<p>When you say: that something HAS REACHED a certain something, the sentence is completely in the past. It has already happened. But with E, the comma rushes the sentence into the present using the present progressive putting. <– that is the only way I could see it as illogical.</p>

<p>Basically, the jump is illogical, when compared to C which has a nice parallelism as well “HAS NOW REACHED… HAS PUT”</p>
