My considered lists are University of Buffalo, Iowa state university, Arizona state university and Auburn University.

Auburn apparently does not offer institutional scholarship and grant aid to international students
(according to its Common Data Set, section H6).
The other 3 do, but the average amounts are not too large at ~$5K-$10K/year.
Would that (or a bit more) be enough?
