Why are Mexicans considered more of a URM in admissions than from other Hispanic nations?

Am I wrong about this? It seems as though most people on the forums state that being from Mexico and Puerto Rico carries the largest advantage in admissions than from someone else whose family is Hispanic?

Because statistically Hispanics who are Mexican-American attend college at a lower rate than other Hispanics. College seek a diverse population so therefore a group of students who may attend college in a smaller number are more sought after than other students. For example low-income Hispanics and first generation students are more sought after by colleges because they attend college at a lower rate.
