why does CSS ask for kid's first choice college?

In the process of filling out the CSS and came upon a question that asks something such as "Which is the student's first choice college?"

It also asks the second and third choice.

Can anyone address why they do this?

I am worried that if my kid doesn't get into her first choice, but her second and third choices get the form (which they do, though the form states that the second and third choice colleges did not ask for answers to these particular questions), it will make the second and third choice colleges aware that they are not her first choice.

However, it doesn't seem that leaving these questions blank is an option. In addition, there is no room to make a statement such as "Student doesn't have a first choice" or somesuch.
