I would think only 9th-12th grade records would be sent as that is the typical grades for high school and colleges only care about high school, unless for some reason you school considers 6th/7th/8th grades to be high school as well. I would ask your school if they send records below 9th grade.
I highly doubt an incident in 7th grade will be mentioned by your school counselor. Ask your counselor, to be sure, but I wouldn’t worry.
Talk to your guidance counselor to confirm but typically only HS (9-12) records are sent to college.
