What if you are a candidate for valedictorian, and end up get the position. But won't ou be notified like in Feb/March or somehting? Then how would you include this achievement in college apps?

Probably not. Unless your school specifically makes a point of notifying schools to which valedictorians have applied.

Honestly, being named valedictorian will not be the tipping point for your application. It just confirms a high level of academic achievement that should already be clear from your school records. Senior year awards are almost always granted too late to squeeze into your application. Don't try to "count" them for anything - just be proud that your success and your teachers' respect for you are being honored.

You could notify them with a quick e-mail.
However, I support quaere's statement that your academic achievements should be rather evident from your transcript. It'd be probably be more helpful to inform them about the results of a math/science competition that you participated in.
