Will having applied for a partial need-based scholarship affect my chances?

Since UCB isn’t need-blind, yes. It will affect your chances.

Berkeley is a public university funded by California taxpayers and will not fund OOS or international students. California is out of money for education, so applying for a scholarship will, at the most, get you a couple thousand but will be no where near what you need. You are full fee at $55K per year.

It won’t likely affect admissions, they will admit you and give you a bill, plenty of students report that.
