Would I have a chance restrictive early action?

<p>@artisticnative, actually, with most bureaucracies, it is probably not too late, you have just not pursued this to the appropriate level who has the power and motivation to grant the waiver and make this happen. If you want to go, send some photo samples of your art to the head(s) of the indian program and the departments you are interested in and explicitly state that you would like to use this vehicle (i.e. the “fly-in”) to come out and visit. It is more difficult to arrange a paid visit unless there is an account set up in the financial system for that purpose. It is usually not the end of the world to over-run an existing account for a promising student. Definitely swimming upstream and maybe not worth the effort. :)</p>
