<p>Does personal voice over count as dialogue? Technically it's not dialogue but I don't want it to come across as if I'm trying to bend the rules or something</p>

<p>Yes. It counts as dialogue. What they are looking for is how you would tell a story with NO dialogue- so your ability to tell a story using visuals ONLY.</p>
