<p>No citizen is legally obligated to give assistance to another citizen, assuming the person giving aid is off duty. If a doctor is walking down the street, and sees a man having a heart attack, he is under no legal obligation to help the man. A moral obligation? Yes, but not a legal one. And even if they were on duty, saving a person’s life is worth a thanks. </p>
