I'm applying for some pretty tough universities (NU, JHU, CMU, EU, UCB, UCLA)

my 2 good SAT IIs:

US History: 760
Math II: 790

today I took another SAT II, literature, and I was REALLY behind on time at the 30th question mark so I rushed but still skipped a few.

What is the cutoff line for the score for it to actually hurt my application? The worst I'll get, I think, is the high 500s or the low 600s, the highest I'll get will probably be barely over 700.

At which point will this "optional" third score hinder my application?

I assume by NU, CMU and EU you mean Northeastern, Carnegie Mellon and Emory:

NU: doesn’t use SAT IIs for admission. If you still want to send anything you can use score choice and thus not send a score you don’t want to send.

EU: Does not require SAT IIs, recommends two, you can use score choice and not send a score, and says it will use IIs only if they favor you

JHU: does not require IIs (except engineering wants a math and science), recommends up to three but you can send less, you can use score choice, doesn’t say what it would do with a low score

CMU and UCs: require two SAT IIs, require all scores, but say they will use only highest two SAT IIs.

Note I assume you are not applying for engineering because if you are then you still need to take a science SAT II for CMU or JHU.
