I’m thinking of applying to a very selective university, and my score is just BARELY above the 25th percentile. Based on what I’ve seen I just need to pass a certain academic threshold for consideration, and then they look into my essays, ECs, recs,…etc. Should I apply anyway, or no as I’m not an URM, athlete, legacy or any other hook.?

Most students admitted with bottom 25% scores have something else the University wants. If your qualifications are academics only, then no, your odds are basically zero.
Apply if you really want to, but only after you’ve completed all other applications and consider it money lost, not an investment but just something so that you have no regrets - then forget it.
If you want that to be your super-reach school then by all means apply. But if you are an unhooked applicant, your chances of acceptance are slim.
Make sure you have a safety you can afford and would be happy to attend on your list.
