I’m not saying Brown is or isn’t an incredible school, but I would not use this metric as evidence. Some schools make a strong effort to drive the Fulbright process, while others place little or no emphasis on it. My son was pre-selected as a potential Fulbright candidate at one of the schools he chose not to attend, before he’d even decided where he’d ultimately land. The top producers of Fulbrights are the ones that place a high emphasis on the process. Both Arizona State and Rutgers had more Fulbright recipients than Harvard and Tennessee had the same number, 19. I don’t think most would lump them into the same overall category. That said, congrats to Brown.
Incredible or not is a matter of opinion. It does however speak to the culture of the school and its students priorities and commitment to service.

So Brown has had 104 Fulbright Scholars over the last 3 years, and no other school has had more than 80.

And it’s obviously a much smaller school than Arizona State or Rutgers. I don’t know why you’d minimize this achievement. If nothing else, it shows that Brown attracts a lot of highly successful, engaged students who are interested in studying around the world.
Brown also identifies students it thinks are good candidates for scholarships and works with them to help them prepare their applications.
DD received an email in the middle of Junior year indicating that someone had recommended that she apply for one of several scholarships. It wasn’t even on her radar to do that and Fulbright wasn’t one of the suggested ones but after attending an informational meeting she decided she wanted to apply and liked the Fulbright program the best.
She is now a Fulbright ETA in Asia and loving it. Brown really encourages and supports their applicants from the beginning to the end of the application process.
However, when normalized by undergraduate enrollment,* LACs predominate among the top ten:**
